Thank you and welcome to the New Mexico Hunting Survey. My name is Jimmy Horton and I am and avid sportsman, hunter and hunting guide. The current New Mexico big game license allocation REQUIRES for the biggest majority 78% of all licenses (elk, mule deer and antelope) to be allocated to the New Mexico residents.
New Mexico’s big game drawing is subject to a quota system. In accordance with state law, the draw attempts to distribute 78 percent of the licenses for each hunt to New Mexico residents, 12 percent to nonresidents who’ve contracted with an outfitter and 10 percent to nonresidents who have not contracted with an outfitter (this does not prohibit nonresidents in the 10 percent pool from contracting with an outfitter if they are lucky in the draw).
New Mexico state senator from Gallup, NM is drafting legislation to decrease the odds of any non-resident hunter applying for a big game license in the big game draw–and I would like your input on how this legislation should look. Right now, New Mexico is one of the premier destinations for out of state hunters just like me to apply for a big game license. I believe we need to fight to keep Senator George Munoz from winning this all important battle.
The senator evidently does not realize that there is near 10% unemployment nationwide and that the hunting a fishing industry generates millions for New Mexico every year. Most hunters that hire a guide or outfitter for a big game license pay a fee ranging from $2,500 to $4,500 dollars. This fee usually covers the outfitter hiring a local person as a guide for the hunter, purchasing food in the local grocery store, fuel to power the truck(s), an OHV sticker for each ATV or UTV, meals purchased at local restaurants, the hiring of a meat cutter or butcher locally to transport the game back home, and a taxidermist if successful on the hunt. These dollars are spent to improve the economy in many towns across New Mexico. A resident is most likely to stay at a friend’s house or their own home and not utilize any local motels or hotels, process their kill themselves, not hire a taxidermist, purchase much less fuel as the distance traveled is far less, pay a much lower fee for the actual license, not hire a guide therefore eliminating yet another job.
Right now New Mexico guarantees their residents 78 percent. Non-residents are capped at 10 percent like many other states, but current law in New Mexico also guarantees non-residents who hire a New Mexico licensed outfitter an additional 12 percent of licenses. 75% of all licensed New Mexico outfitters live in the state and around 85% of their guides are New Mexico residents. We need jobs folks: and if the senator is successful we will have less jobs, serve less food at the grocery store this next fall, do fewer tire repairs, sell less propane and sporting goods, have fewer jobs at the local taxidermists and meat processor so let us stand together to keep this crazy government from taking any more of the few jobs we have left.
